It simply means a very easy going person who don't really get upset or mad easily. It also sometimes refer to some people who may just seem so happy/friendly for no apparent reason that they seem somewhat reta**ed to a normal person's point of view.

mmm, took a shower, died off, put on my clothes, and my hair was still damp so i took a dry part of the towel and just vigorously dried my hair and then that is what my hair looked like right after lol. A picture was necessary!
